Track Congress Stock Trades, Insider Cluster Buys & 13F Whales

Every smart-money move leaves a paper trail — senator stock trades under the STOCK Act, insider cluster buying on Form 4, whale portfolios in 13F filings, activist stakes in 13Ds. WhaleTrack reads the filings straight from SEC EDGAR and FINRA, turns them into one live dashboard, and links every row back to the original document so you can verify it yourself.

How the Smart-Money Tracker Works

No scraped rumors, no paid data resellers between you and the source — WhaleTrack reads regulatory filings the moment they hit the public record.

1

Ingest the filings

We poll SEC EDGAR for Form 4, 13F-HR, 13D/G, Form 144 and 8-K filings across our tracked universe, pull FINRA short interest each settlement cycle, and organize STOCK Act congressional disclosures — throttled politely under the SEC fair-access rules.

2

Detect the signals

A cluster engine flags 3+ unique insiders buying (or dumping) the same stock inside a rolling 7-day window. 13F portfolios are weighted into a consensus ranking with quarter-over-quarter changes. Days-to-cover marks crowded shorts.

3

Show you the receipts

High-conviction cluster buys fire straight to your inbox or Discord server, deduplicated so a wave alerts exactly once. Every row links to its source filing on EDGAR or the congressional portals, shows its disclosure lag, and flags filings that missed their legal deadline.

Primary-Source Data, Nothing Secondhand

Every dataset on WhaleTrack comes from the regulator that collects it. Here is exactly what we track, and how fresh each disclosure can be by law.

Congress Trades & Insider Tracking FAQ

Straight answers about the filings behind the dashboard.

What is insider cluster buying?+

Insider cluster buying is when three or more executives or directors of the same company buy their own stock on the open market within a short window (WhaleTrack uses a rolling 7 days, from SEC Form 4 filings). A lone insider purchase can mean anything; a cluster means several people with the best information about the company independently decided the shares are cheap — historically one of the strongest bullish insider signals.

Do members of Congress have to disclose their stock trades?+

Yes. The STOCK Act of 2012 requires U.S. senators and representatives to publicly disclose securities transactions over $1,000 within 45 days, in dollar ranges rather than exact amounts. WhaleTrack organizes these periodic transaction reports into a single feed and leaderboard. Always verify details against the official disclosure portals, which remain the authoritative source.

What is a 13F filing?+

Form 13F is a quarterly SEC filing in which institutional investment managers with over $100 million in U.S. equities must disclose their holdings. It is how the public learns what funds like Berkshire Hathaway actually own. WhaleTrack parses 13F-HR information tables directly from SEC EDGAR and aggregates a curated fund list into a weighted "Consensus Top 10" with quarter-over-quarter position changes.

Where does WhaleTrack get its data?+

From primary sources: SEC EDGAR for Form 4 insider trades, 13F-HR institutional holdings, 13D/13G ownership stakes, Form 144 planned sales and 8-K events; FINRA for consolidated equity short interest; STOCK Act periodic transaction reports for congressional trades; and daily market quotes for prices and technicals. Every dashboard section labels whether it is showing live regulatory data or sample data.

Is WhaleTrack free?+

The Plankton tier is free forever and includes the 13F consensus portfolio, whale fund profiles, public stock and politician pages with trade-marked price charts, watchlists, the weekly digest email, the filings radar, the market-impact simulator, and insider and congressional feeds on a 48-hour delay. Marlin ($19/mo) unlocks the real-time tape, insider exit clusters, Form 144 early warnings, FINRA short interest with days-to-cover, and watchlist-targeted cluster-buy alerts to your inbox. Orca ($49/mo) adds the AI research assistant with 500 monthly credits, an MCP server for AI agents, CSV export, read-only developer API keys, and priority support.

Does WhaleTrack have an AI assistant?+

Yes. Orca subscribers get an AI research assistant — available as a full dashboard tab and a floating chat on every page — that answers questions like "what is the smart money doing in NVDA?" or "what has Nancy Pelosi traded lately?". Every answer is grounded in WhaleTrack’s own filing data through the same tools the developer API exposes, so it cites real holdings and trades instead of inventing numbers. Orca includes 500 AI credits per month, and your conversation history is saved to your account.

Can I look up the smart-money activity for one specific stock?+

Yes — every ticker has a public page at whaletrack.io/stock/TICKER (for example /stock/NVDA) showing its 13F consensus standing with top holders, insider cluster buys, recent congressional trades, and a 6-month price chart with each disclosed trade marked at its date. Funds have profile pages at /fund (with position history sparklines and consecutive-quarters-held streaks), and every member of Congress has a trading profile at /congress with win rate and estimated returns.

Can I follow specific stocks and get alerts?+

Yes. Star any ticker into your watchlist from the screener, a stock page, or the dashboard. Paid-tier cluster alerts then target your watchlist — you are only emailed about stocks you follow. Every account also gets a Monday digest email summarizing the week’s disclosed activity on your watchlist plus the biggest insider cluster buys and congressional trades market-wide (one-click unsubscribe).

Does WhaleTrack integrate with AI tools like Claude or Cursor?+

Yes. Orca subscribers get an MCP (Model Context Protocol) server at whaletrack.io/api/mcp — point any MCP-capable AI client at it with your developer API key and your AI assistant gains four WhaleTrack tools: per-ticker smart-money intel, the 13F consensus ranking, recent insider clusters, and congressional trades. There is also a plain REST API with the same data.

Can I verify what WhaleTrack shows me?+

Yes — that is the point. Every insider trade, 13F holding, radar event and congressional disclosure links directly to the original document on SEC EDGAR or the House/Senate disclosure portals, so any number on the dashboard is one click from its primary source. Each row also shows its disclosure lag (how many days after the trade the public filing appeared), and filings that blew past their statutory deadline are flagged.

Is this investment advice?+

No. WhaleTrack is an educational data platform that organizes public regulatory filings. Nothing on the site is a recommendation to buy or sell any security, and disclosure data can lag the trades it reports. Do your own research before acting on any signal.

The whales file their paperwork. We read it.
